Active Shooter Medical Emergency Preparedness

life safety active shooterThe New York City Fire Department (FDNY) passed a new rule that took effect on December 1st 2016. The new rule is 3 RCNY 113-02 – 113-06 that requires all Fire Safety Directors and Emergency Action Plan Directors take an additional course on Active Shooter Medical Emergency Preparedness.

As a result of the new law, by March 1, 2020:

All occupancies currently required to be staffed by a Fire Safety/EAP Director or Fire Safety Director are required to be staffed instead by a person holding an FLS Director certificate of fitness.

Existing FS/EAP (4 additional hours):

Must take the Active Shooter/Medical Emergencies (4 hours) by September 4, 2017 Or Before their C of F expires ? whichever is sooner. When they renew they will receive the new Fire and Life Safety C of F. No onsite test is needed.
Existing FSD without EAP (11 additional hours):

  • Must take the Active Shooter/Medical Emergencies (4 hours) by September 4, 2017 Or Before their C of F expires ? whichever is sooner And
  • Must take the EAP course in non-fire emergencies (7 hours) by September 3, 2018
  • Must apply for the Fire and Life Safety C of F by December 1, 2018
  • Must have received a passing grade on the non-fire portion of the written exam by March 1, 2019
  • A Certificate of Completion will be issued ? this makes you an interim FLS Director. Within 1 year of receiving a Certificate of Completion must pass an onsite exam

Future FLS Directors (31 combined hours):

  • Must take the FLS director training course
  • Must pass the written fire safety component within 9 months of completing the course
  • Must pass the written non-fire component within 9 months of completing the course
  • Must pass the FLS on-site exam within 1 year

Dates that affect all FSDs

  • September 4, 2017: All FSDs must take the Active Shooter/Medical Emergencies (4 hrs)
  • September 3, 2018: Non-EAP FSDs must take the non-fire emergencies course (7 hrs)
  • December 1, 2018: Non-EAP FSDs must apply for the Fire and Life Safety C of F
  • March 1, 2019: Non-EAP FSDs must pass the non-fire portion of the written exam
  • March 1, 2020, All FSD occupancies will need an FLS Director certificate of fitness
